I know that there's a million threads on this, but here's my situation:
I downloaded some source code from http://cusp.sourceforge.net/
but... I don't know what to do from there.
I know how to use Dreamweaver, but I don't know how to use sql databases at all, and I just want to create the base page that the comic pages will be inserted to, but I don't know if I should change the php file or make a new html file or just start banging my head on the wall for a half hour like i've been having the urge to do lately.
I know that no one has any reason to help me, but I'm getting very confused and any help will be really appreciated.

because i'm lazy ... i'm not so much downloading the file myself, i'm going off of an assumption.
The trick would be to read the code and find:
database name
table name
username
password
If they're left blank for you to fill, then fill them Tongue but to make the actual database you'll need to make sure you website people have access to all that jazz.

My thoughts are not to touch the php, but see where it's sending the information (like a feild for images and stuff like that).  Then if you want to make your own look, use html or flash or boobie-shop or whatever (I made boobie-shop up). but make sure wherever the php is set up to put stuff (or react to stuff) include that in the file.

But yeah, leave the program alone, unless you know it already and want to tweak it.

First install an old Cusp (1.6.2) according to the documentation on the page then open comicupgrade.php after placing the new files.
All the templates are stored in the database, so if you don't know SQL I'd suggest some other comic engine.

I've worked with CUSP in the past, and it's a pain to install, I could help you directly if you want.  You can find contact info in my profile.

As I've mentioned before I'm working on a comic management script with the intention of making it easy to install, customize, and use.  Unfortunately, it won't be to that point for a long time.  I just have the "Use" bit somewhat simplified.
