It does not necessarily have to be in photo shop. You can simply preview the image with a right click, then select crop, so that you can cut out the non-essentials, as well as downsizing the percentage.

I don't think he's referring to size. Preview doesn't have very good optimising for the web options. Photoshop on the other hand does. Anyway that's my two cents on the issue.
